Public sector

Simplifying the client experience, modernising and optimising process efficiency, managing performance, transforming and rationalising information systems… The public sector needs solutions able to meet the new demands resulting from modernisation and simplification and to seize the opportunities offered by new technologies.

Less face-to-face user contact due to portals and mobile solutions means easier access to information and services, new communication methods can develop, user knowledge can be improved and services personalised. It also means much less management is required and leads to gains in efficiency and speed. The opportunities created by using digital technologies (IoT, big data, etc.) have potential in a range of fields as they allow services provided by public sector organisations to be reconsidered and improved, whether national, local or regional.

Astek supports transformation and modernisation in the sector by offering its skilled approach across a variety of areas of expertise. The Group has the experience and knowledge required to provide secure, effective solutions and support staff through this kind of significant change.

  • Digital transformation support: digital maturity assessment, support with drawing up a digital roadmap, project management, assistance with learning how to use new tools (portals, mobile, digitisation, open data, optimising the client experience, digital passports, fab labs, support with change, etc.)
  • Process transformation: optimising business processes (retirement, training, taxes, employment, health, environmental measures, etc.) and support processes (accounting and management control, HR, etc.) with a binary approach focused on aligning strategy and the gains linked to the opportunities offered by new technologies
  • Planning and architecture: support with information system architecture planning, creating system masterplans
  • Information system governance (assessment and optimisation of system processes based on various references (CMMI, ITIL, COBIT, TOGAF, IFPUG, etc.), support with setting up agile working
  • Information analysis and availability, performance management (support with decision-making projects and big data, analytics, etc.)

Astek has a wealth of experience in the specific characteristics of public markets and is able to deliver in a way that covers whole markets and results in the highest levels of achievement and quality.

Projects

Personal Activity Account

The Astek Group supports a national fund working in the general interest and on economic development to implement the Personal Activity Account (CPA) created by the Act of 8 August 2016. This ambitious programme has a range of features and a wide scope as it addresses the functional, the organisational and the technical.

One of the initial challenges was to launch a first version of the CPA portal on 1 January 2017. Our teams are supporting the information system project and leadership teams and the digital marketing and platform innovation business lines at the public group to meet this large-scale digital challenge undertaken with an agile approach. The project has resulted in a first version of the CPA platform (MVP) being delivered within the expected time frame followed by progressive improvements to the features available to users.

  • Commitments and deadlines met
  • Project involving various different partners with an open innovation approach (hackathons, boot camps, etc.)
  • Portal developed with an agile approach
  • Initial objectives achieved
  • Astek team skills and system knowledge used to the full

Ministry information systems

This French government ministry has over 40,000 staff across France. It has complex information systems used by all staff, a HRIS management application and education management tools (exams, contests and training, supply, studies and statistics, procedures) and wanted to focus on its primary role: providing a public service.

Astek took over the information systems from this government ministry and took charge of maintaining and developing them. We worked on over thirty projects in parallel, coordinating the needs of five ministry departments in two separate locations over 700 km away from each other.
